RC Operating Guidelines

Chapter 1 General Provisions

Article 1 (Purpose) The purpose of these Detailed Regulations is to prescribe matters necessary for the operation and management of the Residential College (hereinafter referred to as “RC”) pursuant to Article 39 of the Dormitory Operation Regulations. 


Article 2 (Operational Policy) The operational policies of the University RC shall be as follows.
 (Revised: September 16, 2023) 

1. The RC shall utilize the entirety of Dormitory Building 21 of the University.

2. he RC shall be operated not only as a residential space but also as a venue for substantial holistic education and community-based education.

3. Residential College Advisors (RAs) shall plan and operate various programs in accordance with the policies set forth in Article 2-2 of these Detailed Regulations. RC residents shall actively participate in such programs and pursue diverse experiences beyond academics through building relationships with fellow residents.


Article 3 (Organization for Operation) (Revised: September 16, 2023)

① The RC operational organization shall consist of the Dean of the Mueunjae School of Undergraduate Studies, the Director of Dormitory Affairs, Master Professors, Residential College Advisors (RAs), and several staff members from the Mueunjae School Administrative Team and the Dormitory Operations Team. 

② The Mueunjae School Administrative Team shall review and support overall matters related to RC operation through regular meetings and consultations with RAs.


Chapter 2 RC Student Self-Governance Committee

Article 4 (RC Student Self-Governance Committee) The RC Student Self-Governance Committee shall be established to autonomously deliberate important matters related to maintaining order within the RC and providing effective guidance for residents’ communal life.


Article 5 (Composition and Term of Office)

① The Chairperson shall be the Head of the RA Student Guidance Division by virtue of office.

② he Committee members shall consist of the RA President, RA Vice President, and RA Treasurer as ex officio members, along with three additional RAs appointed by the Chairperson. The three RAs appointed by the Chairperson shall be selected in consideration of gender and residential floor affiliation to ensure fairness and diversity. 

③ The Committee shall have one secretary, and the RA Treasurer shall serve as the secretary.

④ The Committee shall be newly constituted at the beginning of each semester. The term of office shall be one semester, and members may be reappointed.


Article 6 (Functions) The Committee shall discuss and deliberate the following important matters:

1. Preliminary deliberation on the granting of merit points and demerit points for RC residents

2. Matters concerning RA student guidance and training

3. Other matters related to the guidance and supervision of RC residents


Article 7 (Convening and Resolution of the Committee)

① In principle, the Committee shall be convened by the Chairperson at least once every four weeks. However, when requested by at least one-third of the registered members or by the RA President, the Chairperson shall convene the Committee without delay.

② Resolutions of the Committee shall require the attendance of all members and the approval of at least two-thirds of the members present.

③ In cases where the matter is minor and the Committee cannot be convened due to unavoidable circumstances, the Chairperson may substitute a written resolution for a meeting.


Chapter 3 RC Advisory Group

Article 8 (Master Professors)

① Master Professors shall serve as academic advisors for RC residents.

② The roles of the Master Professors shall be as follows:

1. Advising and managing students within their advisory group regarding academics, career paths, and RC life

2. Encouraging character development and diverse experiences through participation in RC programs

③ Master Professors may conduct interviews or consultations with RAs for the purpose of advising students in their advisory groups.


Article 9 (Roles of RAs) The roles of RAs shall be as follows:

1. Providing guidance and counseling to RC residents regarding academics, career planning, and adaptation to campus life

2. Assisting in the development and operation of RC programs

3. Conducting community education and character education for RC residents

4. Providing overall guidance and residential support for RC residents

5. Supporting first aid and emergency/disaster response for RC residents


Article 10 (Qualifications for RAs) The qualifications for RAs shall be as follows:

1. Undergraduate students who have completed at least five semesters and are able to serve for at least one year within regular semesters; provided that students scheduled to return from a leave of absence must have completed at least five semesters at the time of return

2. Individuals who, as of the appointment date, are not disqualified under the University Scholarship Regulations


Article 11 (Treatment and Benefits for RAs)

① In accordance with the University Scholarship Regulations, a designated scholarship shall be provided monthly for RA activities, and such activities shall be recorded in the student’s academic record.

② RAs shall be exempt from participation fees when organizing or leading RC programs requiring resident participation fees.

③ RAs who demonstrate exemplary conduct through active service may receive separate awards based on evaluations conducted by the Mueunjae School Administrative Team and peer evaluations by fellow RAs.


Article 12 (Appointment, Dismissal, and Term of Office of RAs)

① The Dean of the Mueunjae School shall establish the RA quota and recruitment plan each semester and select RAs according to prescribed procedures.

② The RA term of office shall be a minimum of two consecutive semesters and a maximum of four consecutive semesters from the date of appointment. Consecutive reappointment shall be permitted only within regular semesters.

③ In principle, RAs may not take a leave of absence or resign during their term of office. However, the Dean of the Mueunjae School may approve such cases only when deemed absolutely necessary due to illness, accidents, changes in academic status, or other personal circumstances.

④ The Dean of the Mueunjae School may dismiss an RA ex officio if the RA damages the dignity of the position or is unable to properly perform assigned duties due to disciplinary action, negligence of duty, or similar reasons.

⑤ In cases where an RA takes leave, resigns, or is dismissed during the semester, the scholarship shall be prorated if the number of active service days in the applicable month does not satisfy the payment criteria.


Article 13 (Duties of RAs)

① RAs shall reside in the RC during their term of service, and housing fees for the residential facilities shall be borne on the same basis as other residents residing in equivalent facilities.

② RAs shall complete training necessary for the proper performance of their duties.

③ RAs shall maintain interest in RC resident guidance, adaptation support, program development, and program operation, and shall strive for continuous improvement.

④ Attendance at meetings prescribed under Article 15 of these Detailed Regulations shall, in principle, be mandatory.

⑤ When conducting RC programs, RAs shall prepare an activity plan and submit it in advance to the Mueunjae School Administrative Team. Upon completion of the program, RAs shall organize the results and submit a final report including a participant list, participant feedback, program expense settlement details, and activity photographs.

⑥ Program expenses shall, in principle, be processed using the University corporate card. However, use of personal cards or cash by RAs may be permitted when necessary. After operating a program, RAs shall submit all card usage records and supporting documents for expenditures to the Mueunjae School Administrative Team within the prescribed period. For programs collecting participation fees from residents, additional documents verifying transactions related to such fees shall also be submitted.

⑦ Illegal acts such as intentional submission of false documents or attempts at fraudulent expense settlements shall be handled in accordance with relevant laws and University regulations, and the relevant RA shall be dismissed pursuant to Article 12, Paragraph 4 of these Detailed Regulations.

⑧ Floor RAs may document students who fail to comply with resident guidance and may request the Director of Dormitory Affairs to impose demerit points on such students.


Article 14 (RA Organization)

① For the systematic performance of RA duties, an executive board shall be established, and departments necessary for operational purposes may be organized and operated.

② The President shall be elected through the RA Operations Meeting from among RAs who are able to serve for at least two consecutive semesters and who demonstrate outstanding leadership.

③ The President may appoint a Vice President and a Treasurer (Secretary) to form the executive board, and members of the executive board shall, in principle, serve as RAs for at least two consecutive semesters.


Article 15 (RA Operations Meeting)

① The RA President shall regularly convene the RA Operations Meeting to deliberate practical matters related to RC operation and discuss matters concerning overall RC management.

② During the RA Operations Meeting, RAs shall report on agenda items designated by the RA President, including floor-specific activities and departmental work progress.

④ The following persons shall have the authority to convene the RA Operations Meeting:

1. The RA President

2. Cases where requested by a majority of RAs


Chapter 4 RC Residence Hall

Article 16 (Eligibility for RC Residency)

① RC residents shall consist of currently enrolled students of the University who entered undergraduate programs in the current or immediately preceding academic year, based on student ID year classification.

② Students corresponding to the student ID years specified above shall, in principle, be required to reside in the RC as part of the educational curriculum provided by the University.

③ If an RC resident wishes to reside off campus, the resident may withdraw from the RC in accordance with procedures prescribed by the Director of Dormitory Affairs, provided that final approval is granted by the Dean of Student Affairs after obtaining opinions from the student’s parent or guardian, RA, and Master Professor.

④ Only RC members may reside in the RC. Exceptions may be made only for individuals approved by the Dean of Student Affairs. 

⑤ Notwithstanding the above provisions, persons subject to residence restrictions under Article 6 of the Dormitory Operation Regulations shall not be eligible for RC residency.


Article 17 (Special Measures)

① Residents permanently expelled from the RC due to accumulated demerit points shall not participate in RC programs and shall not be permitted to re-enter other residential facilities provided by the University.

② Residents who withdraw from the RC for other reasons shall not participate in RC programs and shall not be permitted to re-enter the RC.


Article 18 (Room Assignment)

① Rooms for RC residents and RAs shall, in principle, be assigned on a double-occupancy basis. Prior to the beginning of each semester, the RA President shall assign rooms, obtain approval from the Dean of the Mueunjae School, and submit the assignments to the Director of Dormitory Affairs. In order to improve residential satisfaction and promote program participation, factors such as student ID year, assigned class section, gender, and lifestyle information may be surveyed and considered in advance.

② Assigned rooms may not be changed arbitrarily during the semester. However, under special circumstances, room changes may be permitted in accordance with procedures prescribed by the Director of Dormitory Affairs after obtaining opinions from the floor RA and Master Professor and approval from the Dean of the Mueunjae School.

③ At the end of each semester, room changes may be made during a designated application period upon student request, subject to permission from the RA President, approval from the Dean of the Mueunjae School, and procedures prescribed by the Director of Dormitory Affairs. Such changes shall take effect beginning in the following semester.

④ In principle, room changes under Paragraph 3 shall require the consent of residents currently occupying both the existing room and the newly assigned room in the presence of the RA President.


Article 19 (Move-in and Move-out Procedures)

① RC residents shall move into the RC in accordance with procedures prescribed by the Director of Dormitory Affairs.

② Residents moving out shall clean their room and undergo a move-out inspection by the RA assigned to their floor before departure. Upon receiving approval, residents shall complete the move-out process in accordance with procedures prescribed by the Director of Dormitory Affairs.

③ Unless special circumstances apply, all residents shall vacate the RC during vacation periods, and personal belongings may not be stored in the rooms.

④ During vacation periods, personal belongings other than valuables may be stored on a limited basis only in spaces approved by the Director of Dormitory Affairs.


Article 20 (Obligation to Participate in Programs)

① Residents residing in the RC shall participate in RC programs to the fullest extent possible.

② If a participant is unable to attend a program after registration due to personal circumstances, the participant shall notify the floor RA in advance and provide the reason. Residents who have paid participation fees may receive a refund only if cancellation is made before the refundable cancellation deadline designated by the RA.

③ Residents who fail to attend a program without prior notice after registration shall receive lower priority in future program participant selection.


Article 21 (Use of Common Facilities)

① Consumption and possession of alcoholic beverages within the RC are prohibited. However, exceptions may be made with approval from the Dean of the Mueunjae School. (Revised: September 16, 2023)

② Authority for the use and management of RC auxiliary facilities shall belong to the RA supervising the relevant program. (Revised: July 9, 2024)

③ Common spaces within the RC may be used through the designated reservation system and prescribed application procedures. (Revised: July 9, 2024)

④ Notwithstanding Paragraph 3, certain RC common spaces, including the fitness room and playroom, may be used without reservation; however, users shall comply with management policies determined by the RA Operations Meeting.

⑤ Use of the bulletin board in the RC first-floor lobby shall comply with management policies determined by the RA Operations Meeting.

⑥ Only RC residents and the RC operational organization prescribed under Article 3 of these Detailed Regulations may access the RC. Others may access the RC only with permission from the RC operational organization. (Revised: July 9, 2024)

⑨ Entry into floors designated for the opposite sex and use of elevators designated exclusively for the opposite sex are prohibited.

⑩ Residents shall comply with the RC Resident Guidelines (Appendix 1) and make every effort to maintain RC facilities and properly manage equipment and furnishings.

⑪ Individuals or groups conducting activities in the RC lobby other than RC programs shall obtain permission from the RA President.


Article 22 (Use of Floor Facilities)

① Snack rooms and floor halls shall have priority use for RAs when necessary for the operation of floor programs.

② Users of snack rooms or halls shall clean the areas used after use.

④ Personal belongings may not be stored in floor storage rooms.

⑤ When residents wish to use a floor hall for group activities initiated by residents, permission from the floor RA shall be obtained in advance, and users shall receive and comply with usage guidelines beforehand.

⑥ Vacant rooms may not be entered or used without authorization and may be used temporarily only with permission from the Director of Dormitory Affairs when necessary.


Chapter 5 Supplementary Provisions

Article 23 (Application of Related Regulations) Matters not specified in these Detailed Regulations shall be governed mutatis mutandis by the University regulations and the Dormitory Operation Regulations.

Addenda

1. (Effective Date) These Regulations shall take effect on June 27, 2018.

2. (Transitional Measures) Matters implemented prior to the enactment of these Regulations shall be deemed to have been implemented pursuant to these Regulations.

(1) Items for which demerit points may be exempted upon review and approval by the Director of Dormitory Affairs when requested in advance by an individual or group. 

(2) Entry or overnight stay is permitted if prior approval has been obtained.
- When prior approval is granted by the Dormitory Operations Team, the applicable usage fee must be paid in advance.
- Fees may be waived if the purpose serves the public interest of the University. Eligible persons include University affiliates (such as enrolled students, students on leave, alumni, etc.) and external visitors related to inter-university cooperation, student exchange, admissions promotion, and similar purposes.
- Unauthorized overnight guests may be charged up to 30 times the standard usage fee. 

(3) Matters for which exceptions to demerit point assessment or independent management by each residence hall building may be permitted on a semester basis following approval by two-thirds of the enrolled members of the Building Resident Council and review and approval by the Director of Dormitory Affairs. 

(4) Vehicles parked within residence hall areas must be registered with the University by submitting a copy of the vehicle registration certificate. New vehicles must be registered within 10 days of purchase. (Revised: February 18, 2019)
- The parking permit issued by the University must be displayed on the front windshield of the vehicle.
- Vehicles violating parking regulations may be towed at the discretion of the Dormitory Operations Team, and all towing costs shall be borne by the owner of the violating vehicle. (Failure to settle the incurred costs shall result in an additional 50 demerit points.)
- The University shall not be liable for any damage to vehicles occurring during towing. 

(5) Proselytizing activities targeting two or more persons within residence hall areas must receive prior approval from the Dormitory Operations Team, and applicants must submit a detailed activity plan specifying the schedule, number of participants, methods, and related details. In particular, for proselytizing activities conducted within residence hall buildings, a notice of the activity plan of at least A3 paper size must be posted in front of the relevant resident room(s) or at the entrance of the residence hall at least four days prior to the activity. (6) Additional RC resident guidelines established by the RC Student Self-Governance Committee shall, upon review by the Director of Dormitory Affairs, have the same effect as the general residence hall resident guidelines. (Revised: February 18, 2019)

◦ Accumulated Demerit Points and Disciplinary Actions (Revised: Sep. 16, 2023) (Revised: Jul. 9, 2024) 

- For every 5 demerit points, 2 hours of on-campus community service shall be completed. 

5 ~ 29 - On-campus community service 
30 ~ 49 - On-campus community service and dismissal (move-out) for one regular semester starting from the next regular semester 
50 ~ 69 - On-campus community service and dismissal (move-out) for two regular semesters starting from the next regular semester
- Notification to the academic advisor 
70 or above - Immediate permanent dismissal (move-out)
- The academic advisor may be notified, and the case may be referred to the Student Life Committee.
※ In cases where the accumulated demerit points are 50 points or more, the dormitory director shall decide whether to notify the academic advisor.

The assessment and enforcement of demerit points may be at the discretion of the dormitory director. Students who receive 30 demerit points or more may file an objection within one week, and the Dormitory Management Committee must conduct a re-review within one month. A student requesting a re-review has both the right and the obligation to attend when the Re-review Committee is convened; if the student fails to comply with a request to attend, the relevant demerit points shall be confirmed as final. ◦ Demerit Point Reduction (Newly established: Jul. 23, 2020) (Revised: Jul. 9, 2024)

(1)  If a student subject to demerit points has merit points, the demerit points may be reduced. Merit points are valid for one year from the date they are awarded, and the awarding of merit points may be at the discretion of the dormitory director.
